RFP Description

Location: Chambersburg, Pennsylvania. In line with the Armys Modernization Strategy, the Army must modernize sustainment practices and capabilities as it delivers the Army of 2030 / develops the Army of 2040. The Army is committed to targeted modernization to assure power projection, maximize geographic flexibility, reduce response times to aid allies and partners, and protect national objectives. For forces in the fight, sustainment determines the depth, breadth, and duration of operations. Therefore, modernization of the sustainment warfighting function is required to ensure freedom of action, extend operational reach, and prolong endurance of Soldiers and units in the field. To maintain excellence and consistently improve sustainment of deployed forces, the Army seeks to leverage several advancements. Acquisition of commercial sustainment and manufacturing technologies and services will accelerate Army Aviation and Missile Commands (AMCOM) capabilities to get advanced solutions to the Warfighter while enhancing and optimizing the Headquarters, Field, and Defense Manufacturing Bases capabilities for today and tomorrows missions. With the focus on both new capabilities and operational constructs convergent manufacturing technologies will accelerate the OIBs capability to get advanced solutions to the Warfighter while enhancing and optimizing the Defense Manufacturing Base for today and tomorrows missions. Manufacturing excellence is critical for Army technology dominance and force projection to increase the Speed of Battle. This CSO will utilize a solicitation process authorized by 10 U.S.C. 3458 and implemented by RFO DFARS Subpart 212.70. Under this CSO, the DoW will be allowed to competitively procure innovative commercial products and services. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in FAR-based contracts awarded under Part 12, Acquisition of Commercial Products and Commercial Services. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO, DoW Contracting Officers may competitively select proposals received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or other subject matter experts. AoI 001 - Warehouse Management System, deadline for site visit registration is 22 May 2026, closing date 12 June 2026 at 5:00 PM EST.
