RFP Description
Location: District of Columbia. This is a Request for Information (RFI) as defined in FAR 15.101(c), and in accordance with FAR part 10. The Portfolio Acquisition Executive (PAE) Maritime is conducting market research to identify potential sources that possess the capability to transport, dismantle, de-militarize, and dispose of ex?Long Beach (CGN 9), including the defueled reactor plants in accordance with the attached Draft Summary Statement of Work (SOW), with all work done within the United States of America. This notice is not a request for proposals or a promise to issue a Request for Proposal (RFP) in the future. This notice is issued solely for information and planning purposes and does not commit the Government to contract for any supply or service. The Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information provided, or administrative costs incurred, in response to this RFI; all costs associated with responding to this RFI will be solely at the Respondents expense. The Government will retain all RFI responses, which will be protected as business sensitive and will not be released outside of the Government. The Government may use program support contractor(s) and Government will follow up with interested parties to obtain consent, as required. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUB Zone small businesses, and woman-owned small businesses are encouraged to participate. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If an RFP is subsequently issued, the Government intends to synopsize it on the System for Award Management (SAM.gov) website. It is the responsibility of the potential offerors to monitor for additional information pertaining to any future requirement. The Government intends to hold an Industry Day related to the requirements outlined in this notice in mid-June 2026. The Industry Day will include a brief from PAE Maritime to cover the planned requirements to transport, dismantle, de-militarize, and dispose of ex?Long Beach (CGN 9), including the defueled reactor plants. Individual one-on-one sessions with interested parties will follow the brief. For the one-on-one session, interested parties will get the opportunity to provide an Executive Summary brief in response to this notice. Briefs shall be no more than 10-12 slides of content (not including cover pages) at a summary level. Following the conclusion of Industry Day, interested parties are required to submit a formal RFI response. This response will be due two weeks after the conclusion of Industry Day. U.S. Navy CVN Inactivation and Disposal Program Office (PMS 368) requests responses as follows: Executive Summary RFI responses by 5:00 pm 15 June 2026. Submissions will be accepted after this date; however, late respondents feedback may not contribute to Industry Day discussions or PAE Maritimes procurement planning. White Paper RFI responses by 5:00 pm 10 July 2026 (EDT). Submissions will be accepted after this date; however, late respondents feedback may not contribute to PAE Maritimes procurement planning. Information provided shall be treated as Business Sensitive and will not be shared outside of Government activities, agencies and its program management support contractors without the permission of the provider. All information shall be provided free of charge to the Government. PAE Maritime may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations. Information provided in responses to this notice will not be returned to the submitter. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two working days, please notify the points of contact listed in this notice. PAE Maritime may request further information regarding the capabilities of respondents to perform the efforts identified in this RFI and attached draft SOW.
