ADVERTISEMENT FOR BIDS AND INSTRUCTIONS TO BIDDERS INDIAN HEALTH SERVICE Scattered Site Well Drilling Project CA22-D46 / 75H70326B00003 Pala, California ADVERTISEMENT FOR BIDS The Indian Health Service (IHS) is soliciting sealed bids for a firm-fixed-price construction contract for the following project: SCATTERED SITE WELL DRILLING PROJECT CA22-D46 / 75H70326B00003 Work includes drilling a 6-inch nominal diameter individual water well to an approximate depth of 400 feet, installation of casing and screen, placement of filter pack and grout seal, well development, test pumping, water quality testing, and installation of a submersible pump and associated components. Work also includes mobilization, site preparation, and all incidental work required to provide a complete and operational water system. The period of performance is 70 calendar days after issuance of the Notice to Proceed (NTP). The magnitude of construction is between $100,000 and $250,000. ACQUISITION INFORMATION This acquisition is proceeding as an Invitation for Bid (IFB) in accordance with FAR Part 14. Award will be made to the responsible bidder whose bid is responsive and offers the lowest price. This acquisition is unrestricted. A bid guarantee, performance bond, and payment bond are required. Email submissions are limited to 25 MB per email. If files exceed this size, bidders shall submit multiple emails and clearly label them (e.g., Part 1 of 2). Bidders are responsible for ensuring timely delivery of their submission. Late Submissions Bids received after the date and time specified may not be considered. Contractor must be actively registered in SAM.gov at time of award. Responses will be provided by amendment, if necessary. ATTACHMENTS The solicitation package, specifications, drawings, and all amendments will be posted electronically. INSTRUCTIONS TO BIDDERS 1. Submission of Bids Bidders shall submit a complete bid package in accordance with this solicitation. At a minimum, bids shall include: Completed and signed Standard Form 1442 Completed Bid Schedule (Pricing Schedule) Bid Guarantee Acknowledgment of all amendments 2. Review of Contract Documents Bidders are responsible for reviewing all contract documents, including drawings and specifications, prior to submitting a bid. Failure to do so will not relieve the Contractor of responsibility for completing the work as required. 3. Bid Guarantee A bid guarantee is required in accordance with FAR 52.228-1. Failure to provide the required bid guarantee may result in the bid being rejected as nonresponsive. The amount of the bid guarantee shall be 20 percent of the bid price. 4. Bonds After Award The successful bidder will be required to provide: Performance Bond (100% of contract price) Payment Bond (100% of contract price) within 10 calendar days after award. 5. Responsiveness Failure to submit all required documents or comply with solicitation requirements may result in the bid being determined nonresponsive. 6. Amendments Bidders are responsible for acknowledging receipt of all amendments. Failure to acknowledge amendments may result in rejection of the bid.
