N40084FY27SPILL REGIONAL RAPID SPILL RESPONSE AND PREVENTION CONTRACT AT VARIOUS U.S. NAVY, MARINE CORPS, ARMY AND AIR BASES AND FACILITIES THROUGHOUT JAPAN ***THIS IS A SOURCES SOUGHT NOTICE ONLY*** ***This is a follow-on Sources Sought Notice to Notice ID N4008425R0051*** This is a Sources Sought announcement for THE PURPOSES OF MARKET RESEARCH ONLY in support of RAPID SPILL RESPONSE AND PREVENTION CONTRACT AT VARIOUS U.S. NAVY, MARINE CORPS, ARMY AND AIR BASES AND FACILITIES THROUGHOUT JAPAN . The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid and is not construed as a commitment by the Government for any purpose other than market research. Naval Facilities Engineering Command Far East (NAVFAC FE) is seeking information on eligible business firms capable of performing economic analysis as described below. GENERAL INFORMATION Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The North American Industry Classification System (NAICS) code for this procurement is 561210 Facility Support Services. Description of Work The Contractor shall provide all labor, management, supervision, tool, material, equipment and transportation required to respond to oil and hazardous substance spills in accordance with Performance Work Statement (PWS) within the various locations within Japan: Services will include but are not limited to responding to and cleaning up oil and hazardous substances in the ocean, bay, and land including inland waterways; provide transport and disposal of US Government generated oil and hazardous substances recovered by land or sea from spill response and cleanup; provide sampling services; and establish and coordinate training exercises. Locations under this contract are split up into the following 7 zones: 1 Military Bases includes Fleet Activities Sasebo 2 Military Bases includes Marine Corps Air Station Iwakuni 3 General Region of interest indicated on Spill Map Attachment in J-800000-06 4 Military Bases includes Naval Air Facility Misawa 5 General Region of interest indicated on Spill Map Attachment in J-800000-06 6 Military Bases includes Commander Fleet Activities Yokosuka, Naval Air Facility Atsugi, Yokota Air Force Base and Combined Arms Training Center Camp Fuji 7 Okinawa Island Please see Enclosure (1) and (2) for more details. SUBMITTAL REQUIREMENTS Interested firms should submit completed Contractor Info Sheet, Enclosure (3). Please submit all responses in English. Fill out Contractor Information Section including the Questionnaire; and List up to three (3) projects performed within the last five (5) years from the date of this notice that best demonstrates experience for oil & hazardous substances spill response services. Note: The PWS is a Controlled Unclassified Information (CUI) document. Anyone who requests this document is subject to DFARS 252.204-7000 Disclosure of Information applies; FAR 52.204-21 Basic Safeguarding of Covered Contractor Information Systems; DFARS 252.204-7008 Compliance with Safeguarding Covered Defense Information Controls; 252.204-7009 Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information; and 252.204-7012 Safeguarding Covered Defense Information and Cyber Incident Reporting. Respondents will not be notified of the results of the Navys market research. NAVFAC FE will utilize the information for acquisition planning purposes.
