DESCRIPTION OF REQUIREMENT This is a combined synopsis/solicitation for commercial products/services prepared in accordance with RFO FAR Part 12 actions intends to award a firm-fixed-price purchase order on a sole-source basis to BD Parata Systems, LLC (Parata); 106 Roche Drive; UEI: YSK7Y3XCL1C7. The proposed action is for the acquisition of a: Item/Service Description: Text and voice messaging service/software module - component of the Parata business enterprise system utilized at Brooke Army Medical Center (BAMC). The service is a proprietary component of Parata. The Parata system is a comprehensive pharmacy automation platform which handles high-speed dispensing, workflow management, and prescription storage. Quantity/Unit of Measure: 30,000 monthly text/voice messages for twelve (12) months Delivery/Performance Date: 1 Oct 2026 30 Sept 2027 FOB Point: Destination 4. SOLE SOURCE JUSTIFICATION This procurement is being conducted under the authority of RFO FAR 12.102(a): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available and no other source will satisfy the agency, urgency, exclusive licensing agreements, brand name, or industrial mobilization. The unique qualification includes proprietary software. 5. NOTICE OF INTENT TO SOLE SOURCE This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a quotation by the closing date, which shall be considered by the agency. Determinations to compete this requirement based on responses to this notice are solely within the discretion of the Contracting Officer. 6. SUBMISSION INSTRUCTIONS AND EVALUATION Submission: Quotations must be submitted via email to the Primary Point of Contact and must be received no later than the closing date and time stated above. Basis of Award: The Government intends to award a purchase order resulting from this solicitation to the responsible quoter whose quote technically conforms to the requirements and provides the best value to the Government, considering price.
