RFP Description

Location: Virginia. Set-Aside: Total Small Business Set-Aside (FAR 19.5). The Department of the Interior, Acquisition Services Directorate (AQD), located in Herndon, VA is issuing a Request for Proposal (RFP) to award up to three (3) minor construction commercial, Indefinite Delivery Indefinite Quantity (IDIQ) Job Order Contracts (JOC). The purpose of Solicitation 140D0426R0073 is to acquire minor construction commercial comprehensive electrical services including maintenance, repair, installation, and emergency services for parks and facilities within the National Capital Region (NCR) of the National Park Service (NPS). Each resultant IDIQ-JOC contract will have a five-year ordering period. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and separate written solicitation will not be issued. Solicitation number 140D0426R0073 is issued as a Request for proposal (RFP), for comprehensive electrical services including maintenance, repair, installation, and emergency services for parks and facilities within the National Capital Region (NCR) of the National Park Service (NPS), utilizing FAR Parts 12, 15, 36 and DIAR. This acquisition is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) Code 238210, Electrical Contractors and Other Wiring Installation Contractors, with a size standard of $19.0M. The Products and Service Code (PSC) is L059, Technical Representation Services: Electrical and Electronic Equipment Components. This solicitation incorporates provisions and clauses by reference. The solicitation includes one (1) five (5) year ordering period and one six (6) month option to extend services IAW FAR 52.217-8. The description of this requirement can be found in the Attached Statement of Work, Attachment 1, IDIQ-JOC Statement of Work (SOW). Final Inspection and acceptance of all work performed, reports, and other deliverables will be performed by the Contracting Officer's Representative (COR).The Date(s) and place(s) of delivery and acceptance and f.o.b. point can be found Section F of this RFP. A list of solicitation provisions that apply to the acquisition can be found in Section K of this RFP. A list of contract clauses that apply to the acquisition can be found in Section I of this RFP. This RFP contains additional contract requirements and terms and conditions. The Defense Priorities and Allocation System (DPAS) is not applicable to this acquisition. Proposal submitted in response to this RFP shall be received by the date and time in this RFP to be considered for award. See submission instructions in this RFP. Individual requirements will be awarded via funded task order under the awarded contracts. There will be no funding on the parent IDIQ -JOC contracts.
