RFP Description
Location: Redstone Arsenal, Alabama. Set-Aside: Total Small Business Set-Aside (FAR 19.5). NOTICE OF INTENT TO SOLE SOURCE - Notice of Intent to Award a Sole Source procurement for Environmental Management System Support (EMSS) Formerly Used Defense Sites Chemical (FUDSChem) support services. The United States Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC) is issuing this synopsis in order to publicize its intentions to execute one sole-source, firm-fixed priced contract award to Environmental Synectics, LLC for data management tools and support services, such as patches and upgrades, user support, and training for the EMSS FUDSChem data processing system. In accordance with (IAW) RFO 6.103-1(c)(2)(ii) supplies and services may be deemed as available from only one source when awarding a follow-on contract for the continued development or production of a major system or highly specialized equipment and, for DoD, NASA, and the Coast Guard, for the continued provision of highly specialized services, would result in unacceptable delays in fulfilling the agency's requirements. Due to unforeseen circumstances, to include regulatory changes implemented in the RFO and the need for additional market research, additional time is needed to award the follow-on EMSS III contract. Environmental Synectics is capable of providing uninterrupted services during this interim period without substantial duplication of cost or unacceptable delays and possesses knowledge, system access, security authorizations, and technical familiarity necessary to maintain operations while USACE completes acquisition planning, prepares solicitation documentation, and awards the follow-on EMSS III contract. The USACE Environmental & Munitions Center of Expertise (EM CX) requires data management tools and support services, such as patches and upgrades, user support, and training for the FUDSChem data processing system which is a browser-based application for the purpose of storage, analysis, and reporting of FUDS chemical data. This requirement falls under the Defense Environmental Restoration Program FUDS (DERP-FUDS). Technical expertise and knowledge in environmental remediation and restoration is required to support the continuing maintenance and development of FUDSChem. The FUDS Program performs environmental sampling, chemical analysis, and munitions and explosives of concern investigations at FUDS to direct clean-up decisions and planning for properties and projects. The data, inclusive of location data, field and laboratory data, and Military Munitions Response data, may be processed and reviewed via the FUDSChem system which is external to the government firewall and accessible to contractors. Upon government acceptance and approval of data managed in FUDSChem, final data packages are submitted to the Enterprise Chemistry (EChem) system located behind the government firewall which acts as the official repository of the final chemical data for FUDS. The mission of this work effort is to supply data of a known quality to EChem. This notice of intent is NOT A REQUEST FOR QUOTE, nor does it restrict the Government as to the ultimate acquisition approach. Additionally, this announcement does not obligate the Government to award a contract. The Government is not responsible for any costs incurred by responding to this notice. This notice of intent is not a request for competitive quotations; however, all responses received within the closing date for this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The most applicable North American Industrial Classification System (NAICS) code is 541620 Environmental Consulting Services. The business size standard for this NAICS code is $19M.
