RFP Description
Location: Nashville, Tennessee. Set-Aside: Service-Disabled Veteran-Owned Small Business Set Aside. The purpose of this amendment is to post Questions and Answers to Solicitation 36C24926Q0229 TVHS VFD Replacements Questions and Answers 36C24926Q0229 VFD Replacements Question: Is this is a brand new contract OR if there is (was) an incumbent performing these services. Answer: This is a new contract Question: Is there a scheduled site visit or if one can be arranged? We would appreciate any details you could provide, including the date and time, if applicable. Answer: Site visit will be scheduled and no pictures will be provided. Email Stephen.Browne@va.gov to set up a site visit. Question: Specification Section 5.b requires NICET Level I or NETA Level II certification. Will the Government accept licensed electricians and manufacturer-certified VFD/controls technicians as an equivalent qualification? Answer: Because this a replacement and the systems are tied to the Fire system. You would need electricians and manufacturer-certified VFD/controls technicians as an equivalent qualification? Question: Please confirm whether electrical one-lines, mechanical and electrical plans, existing VFD schedules, control diagrams, BAS point lists, fire alarm interface diagrams, or record/as-built drawings are available for the listed VFD locations. If available, please provide them with amendment. Answer: Because this a replacement we can provide locations and point lists, upon request Question: Please confirm whether photos of the existing VFDs, disconnects, bypasses, conduit entries, mounting locations, BAS/control panels, and related fan room and mechanical room conditions can be provided by amendment. Answer: Because this a replacement we can provide locations and pictures upon request Question: Please confirm whether the Government will schedule a pre-bid site visit or escorted field verification before the quote due date so vendors can review existing VFD locations, mounting conditions, access, conduit entries, control interfaces, and outage constraints. Answer: Outage constraints can be worked by scheduling after contract is awarded. We can set up a pre bid site visit if needed. (See Question 2) Question: The SOW states the facility standard is Danfoss and the technical evaluation subfactor requires Danfoss-manufactured VFDs. Please identify the required Danfoss model, series, or product line and any required options or accessories. Answer: The Danfoss model series would be determined by the size required for the equipment Question: The equipment list specifies a disconnect with bypass for each unit. Please clarify whether the bypass is required to be an integral VFD bypass package, a separate disconnect and bypass assembly, or another specific VA-standard configuration. Answer: Some of the VFDs being replaced are standalone VFDs, these require build in bypass and disconnect. Others are dual systems with added cabinets with disconnects and contactors as interlocks so only one can run at a time. Question: Please provide or clarify the required BAS point list, communication protocol, graphics requirements, trend requirements, alarm requirements, and sequence updates for each VFD. Answer: Because this a replacement we can provide locations and point lists, upon request Question: Please identify which listed VFDs, AHUs, fans, or pumps require fire alarm interface, shutdown, monitoring, or sequence integration. If available, please provide fire alarm drawings or sequence documentation by amendment. Answer: Only the AHUs Question: Please identify any listed equipment serving critical, sensitive, or restricted hospital areas and any outage limitations beyond the general after-hours and weekend coordination requirement. Answer: AHU 54 would have to be scheduled for after-hours Question: Please clarify whether the Government requires witnessed functional testing for each VFD, BAS point verification, bypass testing, fire alarm interface testing, or other commissioning checkpoints. Answer: Yes, this part of commissioning Question: Please clarify available loading and unloading areas, freight or service elevator access if applicable, staging limitations, parking limitations, and whether work areas require special access procedures beyond standard badging. Answer: Contractor parking is available. Contractors for this project will be escorted by VA personnel. Question: Please confirm whether one qualified prime contractor employee may serve in multiple project roles, such as Superintendent, Site Safety and Health Officer, Quality Control Manager, and Project Manager, provided that the individual meets all applicable qualification requirements and can properly perform each required function for the project. Answer: Provided that this person is onsite during installation.
