RFP Description

Location: Harpers Ferry, West Virginia. Set-Aside: Total Small Business Set-Aside (FAR 19.5). Amendment A00001 corrects several sections of the Statement of Work (Revision 1 dated 5-21-2026 attached) and removes FAR 52.219-33 NONMANUFACTURING RULE from the RFP. The Law Enforcement Safety and Compliance Directorate (LESC), U.S. Customs and Border Protection (CBP), and the U.S. Department of Homeland Security (DHS), intends to solicit proposals in response to request for proposal (RFP) 70B06C26R00000072 Firearms Mounted Sighting Systems, also known as Optics. The Government intends to make a single indefinite delivery/indefinite quantity (IDIQ) contract award resulting from this solicitation. However, the Government reserves the right to make additional awards if it would be in the Governments best interest. The anticipated contract will be issued with a five (5) year ordering period. All salient characteristics and terms are defined in the attached statement of work (SOW), which is included with this Request for Proposals (RFP). The RFP is issued as a Small Business Set Aside. The associated North American Industry Classification System (NAICS) code is 332994, (Small Arms, Ordnance, and Ordnance Accessories Manufacturing), is determined to be appropriate for this project. Potential proposers MUST register at https://sam.gov in order to receive notification and/or changes to the solicitation. All interested parties must be registered in System for Award Management (SAM) pursuant to applicable regulations and guidelines prior to award.
