Assessment of Military Unique vs. Commercial Requirements: The requirement is a hybrid, with both commercial and military-unique elements tied to the critical performance requirements listed above. 1. Instructional Delivery: The core service of live, online language instruction is commercial. However, the requirement for instruction to be delivered in accordance with the Government-provided instructional framework and tailored toward the professional needs of LEAP Scholars makes this aspect military-unique.
