RFP Description

Location: Portsmouth, Virginia. Set-Aside: Total Small Business Set-Aside (FAR 19.5). INTENT TO SOLE SOURCE ECOMASS TECHNOLOGIES LP THE NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Norfolk Naval Shipyard (NNSY), Portsmouth, VA intends to award a firm-fixed-price (FFP) contract to Ecomass Technologies LP, on a sole source basis, for Technical Polymer (filled polyurethane base resin), non-toxic thermoplastic lead alternative, utilizing the statutory authority under 41 U.S.C. 1901 as implemented by Federal Acquisition Regulation (FAR) Subpart 12.2 Solicitation, Evaluation, and Award. NNSY will solicit and negotiate directly with Ecomass Technologies LP. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. However, all responsible sources may submit a capability statement which will be considered by the agency. The capability statement must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. A determination by the Government not to compete this effort is solely within the discretion of the Government. The Government will not pay for any information that is received. Any information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No other bids will be accepted. No other manufacturers will be considered. The associated North American Industry Classification System (NAICS) Code for this supply is 325211, with a size standard of 1250 employees and PSC Code 8030. E. H. Wachs is the sole equipment manufacturer of the composite, technical polymer (filled polyurethane base resin) nontoxic thermoplastic lead alternative, which is a purpose-built system for the U.S. Navy. Subject material is manufactured by Technical Polymers/ECOMASS using proprietary methods and equipment unique to this one company. The shielding is critical for proper radiation attenuation during packaging, transportation and storage of a highly contaminated piece of reactor plant hardware, and any other associated engineering and manufacturing information whole or in part is owned and controlled by Ecomass Technologies LP, who is the Original Equipment Manufacturer (OEM). There are no authorized distributors or technical representative for the OEM.
