RFP Description

Location: Edwards, California. Set-Aside: Total Small Business Set-Aside (FAR 19.5). Amendment 2 hereby extends the proposal due date from June 1, 2026 at 12:00pm EST to June 12, 2026 at 12:00pm EST, extends question period from May 26, 2026 at 12:00pm to June 1 at 12:00pm EST, and updates Attachment 1 OHS Performance Work Statement which updates Section 9.0. Amendment 1 hereby updates Attachment 3 Training and Certifications Requirements. This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the FAR Part 12, Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80AFRC26Q0005 for Armstrong Flight Research Center Occupational Health Services. The provisions and clauses in the RFQ are those in effect through FAC 26-01. This acquisition is a total small business set-aside. The NAICS Code and Size Standard are 621498 and $25.5M, respectively. The offeror must state in their offer their size status for this acquisition. All responsible sources may submit an offer which must be considered by the agency. The following clauses and provisions are incorporated; full text of the clauses and provisions may be accessed electronically at: FAR - FAR Overhaul - Part 52 | Acquisition.gov NFS - https://www.hq.nasa.gov/office/procurement/regs/NFS.pdf Offerors must provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, (OCT 2025) (DEVIATION). FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services, (OCT 2025) (DEVIATION). The Government will award a contract resulting from this solicitation to the offer responsible, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are of importance and must be used to evaluate offers: Technical Acceptability, Relevant Experience and Past Performance, and Price are approximately equal. When combined, Technical Acceptability and Price are more important than Relevant Experience and Past Performance FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, (OCT 2025) (DEVIATION) is applicable. NASA Clause 1852.215-84, Ombudsman, is applicable. Prospective offerors are encouraged to notify this office of their intent to submit an offer. Responses to this combined synopsis/solicitation must be received via email to sarah.a.deroche@nasa.gov no later than June 1, 2026 at 12:00pm EST. The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines. Failure to submit a complete electronic proposal by the due date and time specified for this RFQ must result in the proposal being considered late and must be handled in accordance with 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services (OCT 2025) (DEVIATION).
